Die im Zuge der Covid-19-Pandemie getroffenen politischen Entscheidungen und ihre Folgen für Kinder und Jugendliche sind Gegenstand anhaltender, oftmals erbittert geführter politischer und pädagogischer Kontroversen. Je länger die Pandemie andauert, desto deutlicher zeichnet sich ab, dass es in vielen Fällen Kinder und Jugendliche sind, die durch sie besonders hart belastet werden. In seinem Buch zeichnet Johannes Drerup die einschneidenden Auswirkungen der Maßnahmen zur Bekämpfung der Coronapandemie für Kinder und Jugendliche nach und entwickelt auf dieser Grundlage eine ethisch begründete Kritik an der deutschen Corona-Politik. Hierdurch leistet er einen wichtigen Beitrag zur öffentlichen Debatte darüber, wie sich die Situation junger Menschen in Deutschland - nicht nur in Zeiten der Pandemie - verbessern lässt.

Biographical note: Johannes Drerup ist Professor für Allgemeine Erziehungswissenschaft mit dem Schwerpunkt Bildungstheorie an der TU Dortmund und Gastprofessor an der Freien Universität Amsterdam. Seine Forschungsinteressen liegen u.a. in den Bereichen der Erziehungs- und Bildungsphilosophie, der Philosophie der Kindheit und der Pädagogischen Ethik.

This contribution develops a defence of a universalist conception of Global Citizenship Education (GCE) against three prominent critiques, which are, among others, put forward by postcolonial scholars. The first critique argues that GCE is essentially a project of globally minded elites and therefore expressive both of global educational injustices and of the values and lifestyles of a particular class or milieu. The second critique assumes that GCE is based on genuinely 'Western values' (e.g., in the form of a conception of human rights or conceptions of rationality or the self), which are neither universally accepted nor universally valid and therefore unjustly forced on members of non-Western cultures and societies. GCE, according to this critique, is assumed to be another version of the educational justification of a hegemonic and unjust global Western regime. The third critique focuses on the epistemological preconditions of GCE. It assumes that GCE relies on a particular, culturally embedded 'Western epistemology,' which perpetuates historically grown global educational and epistemic injustices by dominating and subjugating alternative epistemological approaches. With respect to the first critique I argue that it is to a certain extent sociologically plausible, but wrong when it is applied to the educational and political legitimacy of GCE. The second critique overestimates the consensus within the 'Western tradition' and underestimates the transnational dissemination of universalist ideals and values as well as its own reliance on universalist validity claims. I argue that in order to provide a plausible criticism of historically grown global educational and political injustices, it is imperative for GCE to integrate central insights provided by the postcolonial critique, without giving up on universalist ideals and values. The third critique is, according to my argumentation, based on flawed epistemological assumptions, which do not withstand critical scrutiny. Instead of identifying epistemic and scientific claims as the expressions of a particular 'culture' or geographical location (the 'West'), I defend the position that philosophical and scientific research should ideally be conceived as a democratic and universalist project, whose emancipatory potential can only be realized on the basis of a universalist epistemology.

Diese Kritik moniert, dass GCE von genuin 'westlichen Werten' ausgeht (z. B. in der Form einer Menschenrechtsbildung und -erziehung oder von Konzeptionen der Rationalität oder des Selbst), die weder universell akzeptiert seien, noch universelle Geltung beanspruchen könnten und daher illegitimer Weise Angehörigen nicht westlicher Kulturen und Gesellschaften pädagogisch aufoktroyiert würden. Thema dieses Essays ist die Verschränkung der epistemischen und der normativen Dimension von politischer Toleranz, wie sie in gängigen liberalen Toleranzbegründungen behauptet wird. Das Postulat, dass Toleranz als pädagogisch förderungswürdige Tugend untrennbar verknüpft ist mit politischer Urteilskraft und Wissen über die politische Welt, wird mit einer Reihe von Einwänden konfrontiert (u.a. Perfektionismus-, Elitismus- und Essentialismusvorwurf). The postulate that tolerance as a pedagogically eligible virtue is inseparably connected to the political power of judgment and knowledge about the political world is challenged by a number of objections (e. g. of perfectionism, elitism, and essentialism). Those objections can be dissolved - or at least relativized - by conceptualising the normative-epistemic foundations of education for tolerance in a more realistic way than critics often do. Die philosophische Debatte über Kriterien für das Vorliegen von Indoktrination bezieht sich auf das Problem, wie der Umgang mit Doktrinen (d.h. Lehren, die epistemische und normative Vorgaben machen für die Auseinandersetzung mit der Welt und mit sich selbst) zu konzipieren und zu rechtfertigen ist. Es geht um empirische und normative Fragen der Vermittlung, des Erwerbs, der Nutzung und der Rechtfertigung von Doktrinen in Form von Systemen von Praktiken, heimlichen oder offenen Lehrplänen, institutionalisierten Lehrordnungen und -ämtern und die in ihnen entwickelten Vorstellungen über Individuen oder Gruppen und deren Entwicklung. Ausgehend von der Diskussion methodologischer Problemvorgaben, einer angemessenen Analyse des Begriffs der Indoktrination und seines Oppositionsbegriffs (Erziehung) sowie von Schwierigkeiten, die mit den wichtigsten klassischen konzeptuellen und normativen Abgrenzungsversuchen einhergehen, wird in diesem Beitrag eine revidierte Indoktrinationskonzeption entwickelt und auf den Prüfstand gestellt.

Toleranz gehört zu den wichtigsten und zu den umstrittensten Werten und Tugenden liberaler Demokratien. Ambivalenzen und Fallstricke pädagogischer und politischer Programmatiken einer Erziehung zur Toleranz werden insbesondere von machttheoretisch orientierten Kritiken herausgestellt, die berechtigte Zweifel aufkommen lassen, ob Toleranz überhaupt ein legitimes Erziehungsziel darstellen kann. Im Anschluss an eine Analyse von Schwierigkeiten des Umgangs mit unterschiedlichen Toleranzkonzeptionen und der spezifischen Bedeutung und normativen Funktion von Toleranz im Kontext pädagogischer Konstellationen werden die theoretischen Prämissen der machttheoretischen Toleranzkritik rekonstruiert und auf den Prüfstand gestellt. Zu den damit aufgeworfenen Problemvorgaben, die für eine liberale Erziehungstheorie von Relevanz sein müssen, gehören Schwierigkeiten des im Rahmen konkurrierender Pluralismuskonzeptionen festzulegenden legitimen Objekt- und Referenzbereichs der Toleranz und die eng damit verbundene Frage, ob und unter welchen Bedingungen Toleranz als eine pädagogisch förderungswürdige politische Tugend zu gelten hat. In light of recent critiques put forward by theoreticians of power, however, the political and moral status of tolerance as a virtue and a legitimate aim of education, has increasingly been brought into question. Based on an analysis of the specific normative role and function of tolerance in educational circumstances, the paper develops a critical reconstruction of tolerance from a theory of power perspective. This critique raises central theoretical questions concerning the legitimate scope of tolerance as an educational aim and its relationship with competing conceptions of pluralism. (DIPF/Orig.)

Vertreter non-egalitaristischer Konzeptionen der Bildungsgerechtigkeit ersetzen das klassische egalitaristische Votum für Gleichheit als intrinsischen Wert durch die Begründung von Schwellenkonzeptionen, die über Adäquatheits- und Suffizienzbedingungen angeben sollen, was als Kriterium für die Identifikation illegitimer Bildungsungleichheiten zu gelten hat und was nicht. Alle Ungleichheiten oberhalb einer fixierten Schwelle sind aus non-egalitaristischer Sicht normativ nicht von Belang. Dieser Fokus auf Mindestbedingungen (z.B. bestimmte Fähigkeiten und/oder Möglichkeiten der politischen, sozialen, ökonomischen und kulturellen Teilhabe), die gegeben sein müssen, damit Akteure in liberal-demokratischen Gesellschaften politisch partizipieren und ein gedeihliches Leben führen können, steht nicht nur in einem gewissen Passungsverhältnis zu aktuellen bildungspolitischen Entwicklungen (Bildungsstandards, "Neue Steuerung" etc.), sondern scheint auch einige der Probleme angemessener lösen zu können, mit denen egalitaristische Konzeptionen der Bildungsgerechtigkeit üblicherweise konfrontiert werden (z.B. `levelling down objection). Die gerechtigkeitstheoretische Begründung von Schwellenkonzeptionen wird häufig durch demokratietheoretische Argumentationen flankiert, die davon ausgehen, dass die propagierten Mindeststandards zugleich die intergenerationale Tradierung der normativen Grundlagen liberaler Demokratien sicherstellen und die Voraussetzungen demokratischer Legitimität konstituieren, indem sie allgemeine Fähigkeiten und Tugenden fördern, auf die eine (autonome) Zustimmung zu konsensfähigen Prinzipien der Gerechtigkeit und der fairen Kooperation angewiesen ist. In dem Beitrag werden zunächst die wichtigsten non-egalitaristischen Kritiken an egalitaristischen Konzeptionen der Bildungsgerechtigkeit vorgestellt (2.). Daran anschließend werden einige der Schwachstellen und Fallstricke diskutiert, die mit suffizienzorientierten Verständnissen der Bildungsgerechtigkeit und ihren demokratietheoretischen Begründungen verbunden sind (3.). Ziel des Beitrags ist es nicht eine ausformulierte egalitaristische Alternative zu non-egalitaristischen Konzeptionen der Bildungsgerechtigkeit vorzustellen, sondern nachzuweisen, dass Doktrinen der Suffizienz noch keine ausreichenden Kriterien liefern, um mit verbleibenden Bildungsungleichheiten angemessen umzugehen. ; Advocates of non-egalitarian conceptions of educational justice replace the traditional egalitarian vote for equality as intrinsic value with the justification of threshold conceptions. These conceptions should clarify through adequacy and sufficiency conditions which criterions we can use for the identification of illegitimate educational inequalities. From a non-egalitarian perspective, all inequalities above a fixed threshold are normatively irrelevant. This focus on minimum requirements (for example certain abilities and/or possibilities of political, social, economic and cultural participation), which must be met in order that agents in liberal-democratic societies can politically participate and live a thriving life, is not only in correlation to current developments in education policies (e.g. educational standards, "new governance"), but also seems to more reasonably solve some of the problems which egalitarian conceptions of educational justice usually are confronted with (e.g. "levelling down objection"). The justification of threshold conceptions from a justice theory approach is usually supported by arguments from democratic theory which assume that the publicised minimum requirements simultaneously guarantee an intergenerational passing on of normative basics of liberal democracies, and constitute the requirements for democratic legitimacy by fostering general capabilities and virtues on which an (autonomous) agreement of principles of justice and fair cooperation we can consent on is dependent on. This essay firstly introduces the most important non-egalitarian critics of egalitarian conceptions of educational justice. (2) Subsequently, some weaknesses and pitfalls, which are connected to sufficiency-oriented understandings of educational justice and its democracy theory justifications, are discussed. (3). This essay does not aim at presenting a completely spelled out egalitarian alternative to non-egalitarian conceptions of educational justice. The goal is rather to demonstrate that the doctrines of sufficiency do not provide enough criterions to adequately deal with the remaining educational injustices.
